Gujaratstartups, SURAT: Faced with the shortage of workers, Federation of Indian Art Silk Weaving Industry (FIASWI) has decided to approach the ministry concerned in the Central government with a proposal to affiliate National Rural Employment Guarantee Act (NREGA) scheme with the industry in order to ensure free flow of migrant workers.

FIASWI chairman Arun Jariwala said, "It is our humble suggestion to the Central government that a scheme should be worked out with the industry to increase the wage structure of the workers by providing some incentives".

"The NREGA scheme has certainly stopped rural-urban migration from Orissa. Earlier, young Oriya workers used to migrate from their hometowns in search of employment, now they want to look after their farm lands and family while working under NREGA scheme," said Subas Gantayat, chief advisor of Surat Odiya Welfare Association (SOWA).

Said KK Sharma, president of Bihar Vikas Parishad, "Most of the workers who used to migrate to Surat in search of employment are now getting ample earning opportunity at their doorstep under the NREGA scheme. People concerned in Bihar said that income of families was more predictable and stable after NREGA. Earlier, the income graph had an irregular pattern. So, families would have to migrate to find work to put food on the table, borrow money to migrate from contractors and get caught in a vicious cycle."

"The NREGA scheme has created a major impact on the rural-urban migration. There has been a constant decrease in the Bihari migrant population in the city in the last three to four years. A rough estimate suggests that about 1.5 lakh migrants from Bihar out of the total 5 lakh have left Surat," Sharma added.

Pramod Chaudhary, chairman of South Gujarat Textile Processors' Association (SGTPA) said, "The success of NREGA scheme has stopped the migration of workers from Bihar, Uttar Pradesh and Orissa into Surat's textile industry. We are facing almost 30 per cent shortage of workers."
